During 2006, the Cinve Health Economics and Management Team organized a series of work breakfasts aimed at generating an area of analysis and preparation of proposals on the situation of the Uruguayan health system and – at that time – its eventual process of reform. The present work compiles the materials elaborated and used in that opportunity, trying to gather the results of an experience that is understood to be extremely interesting and potentially enriching the process of sector change.
